A commercial roofing proposal should connect the specified roof system with the work boundary, building operations, access plan, price, exclusions, and handover requirements. A clear scope helps the property team compare the actual work each bid includes.

Identify the project documents

List the property, customer contact, inspection date, roof areas, drawings, specifications, and any addenda used to prepare the proposal. State the document versions. Distinguish verified measurements from provisional quantities and describe how a revision will be handled.

If your proposal depends on a consultant's design or a manufacturer-approved assembly, identify that reference and your responsibility within it.

Define the roof system and preparation

Describe removal or retention of existing layers, substrate preparation, specified insulation and membrane or covering, attachment approach, edge details, penetrations, and drainage-related work included in the scope. Confirm suitability against the project's actual technical requirements.

Identify which components remain. Explain how tie-ins and transitions at the limits of the work will be handled. A product name alone does not describe a complete assembly.

Plan around the occupied building

Record agreed access hours, staging locations, deliveries, equipment access, protection measures, and areas that must remain usable. Name the customer contact who can coordinate disruptions. Explain phasing and any dependencies on other trades.

An illustrative scope note might read:

Work will proceed by the agreed roof zones shown on [drawing reference]. Deliveries and staging will use [approved area]. Changes that affect access to [occupied area] will be coordinated with [customer contact] before the affected phase begins.

Fill those fields from the actual coordination plan. Do not promise uninterrupted operations unless the project supports that commitment.

Separate known work from concealed conditions

State the inspection or testing basis for substrate and moisture assumptions. Identify any priced allowance and its quantity or scope. Describe how additional concealed damage will be documented, priced, and approved, including possible schedule changes.

Use precise exclusions for work belonging to other contractors or outside the stated roof areas. Check them against every inclusion so the proposal remains consistent.

Make the commercial terms comparable

Separate contractor workmanship terms from manufacturer coverage. Verify system eligibility and required inspections or registration before promising manufacturer coverage. State what the customer will receive at handover.
